HCT combinations are only available through trailer ownership. I don't believe SCS will put them in the freight market because they don't want users complaining too much on how difficult it may be to drive with them. I dont really have a problem with driving a HCT. i actually quite like it. #15.

There are two ways to operate a retarder - the way you have described where it turns on automatically, and manual use. I use Logitech G29 with gear stick made from the real Scania truck stick. Mostly driving trucks with retarder. At this time my pedál is set as air brake, the +/- buttons on the driving wheel are set as retarder and one of the paddle is set as engine break. I use the engine break slightly decrease the speed or decrease the speed before e.g.
When going uphills (or when the weight is higher), the engine uses more torque (or turns faster) while the truck speed is lower, in a highway (or the lighter the truck is) the engine uses less torque while the vehicle speed is higher, so bear in mind that if you wanna take heavy loads with your trucks, a more powerful engine is the way to go.

The CC will use the retarder, regardless. The option you see about "Automatic Retarder", as I said above, is only about having it activate when you use the brakes. The only way CC won't use the retarder is if the transmission doesn't have one. And you can accelerate beyond the set speed. Hitting the accelerator does not disengage the CC.

Uncheck the option to use the retarder automatically, and make sure you decrease it till you turn it off. By default, semicolon (;) turns retarder on, single quote (') turns retarder off.
